 The building of the former Republican House of Consumer Cooperation (“Uzbekbir lashuv”) was constructed in 1974. The complex was designed by architects from Ukraine — F. Borovik, L. Kleymenov, Yu. Repin, L. Adamov, and O. Rushkovsky; the structural engineers were A. Kosoy, M. Medvedev, I. Onishchenko, Ye. Labinova, Yu. Golovchenko, B. Zhitomirsky, O. Zgursky, Ye. Marder, E. Khizenko, and N. Sapak.

 The “Uzbekbir lashuv” building became the first in a series of high-rise structures on the southern side of Islam Karimov Avenue (formerly Uzbekistan Avenue) and was the first to greet arrivals traveling from the capital’s center.

 The turquoise 15-story building harmoniously combined with a cylinder adorned with blue ornamentation in the national style; beneath the cylinder was a spacious conference hall. The composition was so expressive that photographs of the building and the cylindrical top of the conference hall were included in postcard sets and photo albums about Tashkent. Among city residents, the “Kooperator” restaurant located in the complex was also popular.

After two reconstructions, the building, which now houses the Academy of Public Administration, lost its original brutalist appearance: the facades were covered with white aluсobond panels and blue glass. Only the silhouette of the structure still reminds one of the initial architectural concept.

In May 2025, the Academy of Public Administration was transformed into the Academy of Public Policy and Management under the President.
