To hold mass events, it is necessary to obtain a license, as established by legislation https://lex.uz/ru/docs/5871129. 

Mass events include public-political (conferences, congresses, etc.), cultural-mass and entertainment programs with the participation of 100 or more people (musical, literary and other festivals, concerts, theatrical, sports, advertising events, folk festivities, circus performances, national shows and games, competitions, etc.), as well as joint participation of citizens organized at the venue of the mass event for the purpose of holding national, religious, or professional holidays. 

To obtain a license, go to the licenses page of the website of the Ministry of Justice of the Republic of Uzbekistan https://license.gov.uz/, select the section “Culture, Publishing, Advertising” and within it the item “Culture”, then in the list select the line “Permission for public events”. The service will then prompt you to log in or register, and the application form will open.
