Systematic work on combating corruption and ensuring openness continues

In the process of these renewals covering all spheres of public life, the early prevention of such negative phenomena as abuse of official powers, creation of bureaucratic barriers, and illegal appropriation of public funds has been defined as a priority task.

In order to ensure the implementation of the relevant decrees and resolutions of the President of the Republic of Uzbekistan, as well as systemic regulatory legal acts in this field, a compliance and internal anti-corruption control system has been gradually introduced in state bodies and organizations. This modern approach serves to create a new control mechanism in public administration that meets international standards.

Within the framework of these reforms, a Compliance and Internal Anti-Corruption Control Service was also established within the structure of the Tashkent City Administration. This structure has been granted broad powers to systematically analyze and eliminate corruption risks, prevent conflicts of interest, ensure the targeted and effective expenditure of budget and extra-budgetary funds, as well as to strengthen the atmosphere of openness and transparency.

The activities of the service are organized on the principles of digitalization of processes in the system of executive power, reduction of the human factor, and simplification of administrative procedures. Currently, this structure regularly conducts comprehensive monitoring and studies in the administrations of Tashkent city and districts, as well as in their structural units and system organizations.

Based on the results of systemic analyses conducted by the internal control service, information on 29 employees who previously committed crimes (including 6 employees of district administrations and 23 employees of organizations within the administration system), as well as on 1,353 employees of the administration system who committed administrative offenses, was thoroughly studied, and appropriate measures of influence were determined to ensure the rule of law.

In particular, employment contracts with 2 employees who committed crimes were terminated in accordance with current legislation. In order to limit the conditions for abuse of official powers, 1 employee was rotated in the established manner. Preventive conversations were held regarding the remaining cases, and instructions were sent to the leadership of the relevant district administrations on rotating these employees to other positions, strengthening control over their daily activities, and increasing their direct responsibility.

Information and analytical materials regarding 1,353 employees who committed administrative offenses were submitted to their immediate supervisors. Supervisors were assigned the task of conducting individual explanatory work with each employee. The main goal of this measure is to strengthen executive discipline among employees and prevent the recurrence of such violations in the future.

The Compliance and Internal Anti-Corruption Control Service pays special attention not only to punishment, but also to the early identification and elimination of the causes and conditions that enable the commission of offenses in the system.

For this purpose, drafts of internal departmental documents ensuring transparency in the processes of personnel selection and placement, public procurement, and the provision of public services are constantly being studied within the Tashkent City Administration system.

In conclusion, it should be emphasized that systemic reforms aimed at creating an atmosphere of absolute intolerance to corruption in the system of the capital’s administration, ensuring the accountability of executive authorities to the people, and implementing the principles of openness will be consistently continued. After all, the purity and transparency of the state apparatus are the main guarantee of trust in the system.
