A New Approach to the Development System of Tashkent City Districts

🔺 A new system based on economic and financial planning and performance-based management principles is being introduced for the development of districts in the capital.

🟡 The new approach envisages the clear definition of goals, resources, deadlines and expected results. Unlike the previous practice consisting of general phrases, this approach is aimed at achieving specific, measurable changes. 📈 The development of territories will be organized on the basis of the principle “plan — budget — responsible person — control — result”. 🌍 Over the past year, work has been carried out in Tashkent to study international experience and adapt modern management methods used in European and Asian cities. As a result, individual development plans have been developed for each of the 12 districts of the capital, which will be approved at meetings of the Councils of People’s Deputies. 🏆 The new system provides for abandoning the implementation of insufficiently elaborated projects. Each project will be included in the development plans only if the following conditions are met: — clear implementation deadlines are defined; — funding sources and budget parameters are approved; — responsible executors are assigned; — expected and measurable results are available. 🛡 This puts an end to the practice of initiatives that lack financial or temporary basis and ensures a more orderly approach to the use of resources. 🖥 At the same time, a system for continuous monitoring of project implementation using digital tools is being introduced. This makes it possible to monitor the implementation process, identify deviations in a timely manner and ensure that processes are managed in a constant control mode. 🖥️ When forming development plans, appeals and proposals received from the population through the “People’s Control” platform, People’s Reception Offices and mahalla bodies, as well as signals from the mass media, appeals from journalists and bloggers, and discussions on social networks are taken into account. This approach ensures that the decisions made are in line with the real needs of the territories. 🌐 The financial basis of the plans is formed by expanding the economic activity of the districts, involving unused facilities into economic circulation and developing entrepreneurship, which is aimed at increasing internal resources without imposing an additional burden on the population. 📈 Funds will be directed to solving priority tasks that directly affect the quality of life of the population, including the development of social infrastructure, modernization of engineering networks, road repairs, improvement of territories and increasing the sustainability of the urban environment. 📈 The gradual introduction of the new system starting from 2026 is aimed at forming a more sustainable, transparent and effective model for managing the development of districts. 🇺🇿 The main principle of the ongoing changes is to ensure comfortable and safe conditions for the life and development of the capital’s residents. 💬 If you have proposals regarding new growth points, economic initiatives, improving the urban environment and increasing living comfort, you can send them through the special bot or the trust phone number 71 210 03 36.
